Herston Quarter: Surgical, Treatment and Rehabilitation Services (STARS)

The purpose-built Surgical, Treatment and Rehabilitation Services (STARS) facility was the first building to be completed as part of the ~$1.1 billion Herston Quarter wellbeing precinct development in Brisbane.

Commencing construction via a Public Private Partnership (PPP) in 2018 by developer and owner Australian Unity, STARS provides increased rehabilitation, elective surgery and endoscopy health care services delivered by Metro North Health.

The STARS facility was designed by architects HASSELL as a ‘best practice facility that is a working model of a connected healing environment’. It features 182 beds, seven operating theatres, three endoscopy suites and specialist consulting rooms over seven (7) storeys and 35,000m2  floor area.

DMA Engineers was engaged by the Independent Reviewer Rider Levett Bucknall to undertake the Sub Independent Reviewer role:

  • Mechanical services including:
    • HVAC systems
    • Medical gases
    • Pneumatic tube systems
    • Building Management Systems (BMS)
  • Electrical services and communication services
  • Hydraulics services
  • Fire protection services
  • Vertical transportation services including:
    • Public lifts
    • Staff lifts including emergency bed lifts
    • Hazardous goods lifts
    • Goods transport lifts

Our project team worked collaboratively with other team members to ensure the facility met the prescriptive commissioning and handover requirements nominated by the Project Deed.

We also undertook extensive commissioning witness testing with the D&C Contractor (BESIX Watpac) of all relevant systems including essential services such as nurse call, smoke hazard management, medical gases/suction, hot water systems and fire detection systems.

The project was completed in 2021, delivering a fully tested and functional facility for immediate occupation and operation.

In 2022, STARS was awarded the RLB Queensland Development of the Year Award at the Property Council of Australia (PCA) Innovation and Excellence Awards (Queensland) and the Best Public Building Award at the National PCA Innovation and Excellence Awards.
